(a) All affected hospital/medical/infectious waste incinerator (HMIWI) units burning of medical waste, as defined in §113.2070 of this title (relating to Definitions), shall meet the emission limits specified in Table 2 of this subsection. The emission limits under this section apply at all times except during periods of startup, shutdown, or malfunction, provided that no hospital waste or medical/infectious waste is charged to the affected facility during startup, shutdown, or malfunction. Attached Graphic(b) All affected HMIWI units burning hospital waste or medical/infectious waste, as defined in §113.2070 of this title, shall comply with the following operational requirements: (1) be operated in accordance with good combustion practices as defined in §113.2070 of this title, and be equipped with a secondary chamber which retains all combustion gases for a minimum period of time and at a minimum temperature measured at the exit of the secondary chamber and recorded continuously, as determined by a performance test conducted in accordance with §113.2075 of this title (relating to Compliance and Performance Testing Requirements); (2) not exceed visible emissions of 5.0% opacity averaged over any six-minute period; and (3) file an abbreviated federal operating permit application with the executive director.
