SECTION/RULE §115.515 - Testing Requirements

(a) Compliance with §115.510 and §115.512(a) of this title (relating to Definitions; and Control Requirements) shall be determined by applying the following test methods, as appropriate:(1) American Society of Testing and Materials (ASTM) Test Method D 244, "Standard Test Methods for Emulsified Asphalts, Sections 11 to 15, Residue and Oil Distillate by Distillation," for determining volatile organic compound (VOC) content of asphalt emulsions;(2) ASTM Test Method D 402, "Standard Test Method for Distillation of Cut-Back Asphaltic Products," for determining the VOC content of cutback asphalt;(3) test methods other than those specified in this section may be used if validated by 40 CFR Part 63, Appendix A, Test Method 301 and approved by the executive director; or(4) minor modifications to these test methods approved by the executive director.(b) Once triggered to meet contingency requirements, the following testing requirements apply in addition to those specified in subsection (a) of this section to determine compliance with §115.512(b) of this title (relating to Control Requirements):(1) American Association of State Highway and Transportation Officials (AASHTO) Test Method AASHTO T 59, Section 6, Residue and Oil Distillate by Distillation, or American Society of Testing and Materials (ASTM) Test Method D 244, Sections 11 to 15, Residue and Oil Distillate by Distillation for determining volatile organic compound (VOC) content by volume of emulsified asphalt;(2) test methods other than those specified in this section may be used if validated by 40 CFR Part 63, Appendix A, Test Method 301 and approved by the executive director; or(3) minor modifications to these test methods approved by the executive director.
