(a) Before the executive director takes final action on an application for initial permit issuance, renewal, or a general operating permit, failure to have a permit is not a violation of this chapter provided a timely and complete application has been submitted to the executive director.(b) The executive director may remove the application shield if the applicant fails to submit by the deadline any additional information necessary to process the application.
