Grants awarded by the agency under this chapter may use:(1) money appropriated for specific grant-making purposes;(2) federal money granted to the agency for making pass-through grants; or(3) state funds or federal grant funds appropriated for a purpose which the executive director determines is, and documents as being, consistent with a purpose of the grant.
