(a) The executive director may inspect a project at any time during any phase of the project to determine compliance with the project plans and specifications, the engineering report, any variance approval, any substantial change approval, an associated permit, or the requirements of this chapter.(b) All documents required by this chapter must be available for review by the executive director upon request, according to the requirements in §217.18 of this title (relating to Provisions that Apply to All Sections in this Chapter).
