The following words and terms, when used in the subchapter, have the following meanings unless the context clearly indicates otherwise.(1) Brine evaporation pit--A surface impoundment within which groundwater and incidental storm water, is or has been retained and evaporated, for the purpose of recovering brine product.(2) Brine product--concentrated brine water and residual minerals, salts, or other naturally occurring substances produced by the evaporation of groundwater.(3) Facility--the brine evaporation pit and composite liner system; storm water control and retention structures; and brine product handling areas.(4) Incidental storm water--rainwater falling directly into a brine evaporation pit and/or collected storm water runoff from brine product handling areas.(5) Licensed engineer--an engineer who holds a license issued under Texas Occupations Code,
