Except to the extent that it is less stringent than the Texas Water Code or the rules of the commission, 40 Code of Federal Regulations §122.41(l)(1), which is in effect as of the date of Texas pollutant discharge elimination system (TPDES) program authorization, as amended, is adopted by reference.
