(a) This rule does not convey property rights or grant any exclusive privilege.(b) Separate authorizations may be required by the executive director, municipalities, or other agencies for discharges to domestic sewage plants, storm water sewers, or for air emissions.(c) Nothing in this rule shall be construed to authorize any injury to persons or property, or an invasion of other property rights, or any infringement of state or local law or regulation.
