The owner of a property that includes a closed municipal solid waste landfill shall not disturb the final cover without prior written approval from the executive director. The authorization request shall include the following:(1) a certification as set forth in §330.957(b) of this title (relating to Contents of the Development Permit and Workplan Application);(2) the existing conditions summary as set forth in §330.957(c) of this title;(3) proposed project description including location related to the closed landfill;(4) description of the construction/investigation process including, but not limited to, work schedule and safety issues during construction;(5) description of the procedures for water and/or methane monitoring and excavated material disposal during construction;(6) maps and drawings, site drawing, and general location map to indicate the landfill location; and(7) engineering plans, sealed and signed by a licensed professional engineer indicating the proposed project description and its location relative to the landfill.
