(a) This section applies to all Class I wells except for those Class I wells authorized to inject only nonhazardous desalination concentrate or nonhazardous drinking water treatment residuals.(b) A permit for a Class I well shall include expressly or by reference the following conditions.(1) A sign shall be posted at the well site which shall show the name of the company, company well number, and commission permit number. The sign and identification shall be in the English language, clearly legible and shall be in numbers and letters at least one inch high.(2) An all-weather road shall be installed and maintained to allow access to the injection well and related facilities.(3) The wellhead and associated facilities shall be painted, if appropriate, and maintained in good working order without leaks.(4) The commission may prescribe additional requirements for Class I wells to protect USDWs, and fresh or surface water from pollution.(c) Permit requirements for owners or operators of disposal wells which inject wastes which have the potential to react with the injection formation to generate gases shall include:(1) conditions limiting the temperature, pH, or acidity of the injected wastes; and(2) procedures necessary to assure that pressure imbalances which might cause a backflow or blowout do not occur.
