(a) Facilities that compost or mulch materials considered to be exempt, notification, or registered facilities in §332.3 of this title (relating to Applicability) may be located at municipal solid waste permitted facilities. The owner shall prepare and submit a modification request in accordance with the provisions of §305.70 of this title (relating to Municipal Solid Waste Permit and Registration Modifications) unless the municipal solid waste facility permit authorizes compost or mulch operations. If the municipal solid waste facility permit authorizes compost operations, the compost operation shall be conducted in accordance with the facility permit.(b) Facilities considered to be permitted facilities in §332.3 of this title (relating to Applicability) may be located at municipal solid waste permitted facilities. The owner shall prepare and submit an application for a major permit amendment in accordance with the provisions of §305.62 of this title (relating to Amendment) and shall submit the information required by §332.47 of this title (relating to Permit Application Preparation) and shall fully comply with the provisions of §332.41 of this title (relating to Permit Required).
