(a) An owner or operator must grant reasonable access to the site for purposes of investigation and remediation to persons designated by the executive director.(b) The commission, its employees, contractors, and agents may access the site pursuant to §361.752(d) or any other relevant provision of the Texas Health and Safety Code, or the Texas Water Code.
