(a) The Texas Natural Resource Conservation Commission adopts by reference a memorandum of understanding between the commission and the Attorney General of Texas. The memorandum contains the commission's and the Attorney General's interpretation concerning intervention in the civil enforcement process under the Texas Solid Waste Disposal Act.(b) Copies of the memorandum of understanding are available upon request from the Policy and Regulations Division, Texas Natural Resource Conservation Commission, P.O. Box 13087, Austin, Texas 78711-3087.(c) The effective date of the memorandum of understanding is October 9, 1993.
