(a) General. Quarantined articles are prohibited entry into Texas, except as provided in subsections (b) and (c) of this section.(b) Exemptions. Palm seed are exempt from the provisions of this subchapter.(c) Exceptions. The department may allow shipments of quarantined articles under special permit as new methods of treatment are approved.
