(a) The applicant shall submit a complete application with all required components and attachments.(b) The applicant's history with other TDA programs, if any, shall demonstrate a willingness to comply with the Department's rules and instructions from Department staff.(c) The applicant does not owe TDA any money under a final order.(d) The applicant must not have a criminal conviction described in this subchapter.
