The following words and terms, when used in this division, shall have the following meanings, unless the text clearly indicates otherwise.(1) Commissioner--The Texas Commissioner of Agriculture.(2) Department--The Texas Department of Agriculture.(3) Early childhood education programs--Programs specifically for children who are at least three years of age but younger than five years of age.(4) Head Start Program--The federal program established under the Head Start Act (42 U.S.C. Section 9831 et seq.) and its subsequent amendments.(5) Program--The Establishing the 3E's Grant Program which provides grants for organizations to incorporate nutrition education into their programs provided for children.
