The foundation will issue a release of lien to the grower:(1) once the assessment has been paid in full or adequate documentation has been provided to establish that a prior lienholder is entitled to all or a portion of proceeds of the sale of cotton that would be paid towards the assessment; and(2) the grower has executed an affidavit verifying that no other lienholders are entitled to the proceeds of the cotton, which is subject to the assessment lien.
