SECTION/RULE §7.192 - Rules Governing Operation of the Committee

(a) At the first meeting of each year, a Chairman and a Vice-Chairman shall be elected by the members of the Committee for a term of one (1) year.(b) The Chairman of the Committee is responsible for:(1) setting an agenda for each committee meeting; and(2) may add an item to an agenda on request by the department or Commissioner.(c) The members, other than the Commissioner of State Health Services, shall serve staggered four (4)-year terms. The terms of four (4) members of the Committee shall expire on February 1 of each odd-numbered year.(d) During the first meeting of each calendar year, the Committee will include on its agenda as an item of business, a self-assessment of its actions during the prior year.(1) The self-assessment will be done using a process and on a form prepared by the Commissioner.(2) In addition to evaluating its performance during the prior calendar year, the Committee shall establish goals to improve performance during the upcoming year.(3) The Committee shall forward the self-assessment to the Commissioner for review.(e) In addition to quarterly meetings, the Committee may meet as needed and upon the request of the Commissioner.(f) All Committee members must successfully complete, during the first calendar quarter of their term, a course provided by the department or otherwise approved by the Commissioner that covers the Texas Open Meetings Act, the Texas Public Information Act, the rulemaking process in Texas, the requirements of laws relating to conflicts of interest or other laws relating to public officials in Texas, and any applicable ethics policies adopted by the department.
