(a) In all cases covered by these rules, a certified and insured prescribed burn manager must be present during an active prescribed burn as determined by the certified and insured prescribed burn manager.(b) The certified and insured prescribed burn manager is responsible for ensuring that a sufficient number of individuals are present to meet the personnel requirements set forth in the written prescribed burn plan for the protection and safety of persons and adjacent property.
