(a) The Service requires that a party who appeals a final decision in a contested case pay all of the costs associated with preparation of the original or certified copy of the record of the agency's proceedings that is required to be sent to the reviewing court.(b) A charge imposed under subsection (a) is a court cost and shall be assessed by the court in accordance with the Texas Rules of Civil Procedure.
