(a) Approval Required. A savings bank may not amend its certificate of formation, bylaws, or other governing documents without the prior written approval of the Commissioner.(b) Application Requirements. The application to amend the savings bank's certificate of formation, or bylaws must include the proposed amendments together with an explanation as to why the amendments are necessary.
