(a) Purpose. The purpose of this chapter is to assist in the administration and enforcement of Texas Finance Code, Chapter 348.(b) Scope. This chapter applies to:(1) all persons engaged in the business of selling motor vehicles to retail buyers in transactions in which a retail buyer purchases a motor vehicle from a retail seller and agrees with the retail seller to pay part or all of the cash price in one or more deferred installments; and(2) all persons that acquire or otherwise receive retail installment sales contracts unless specifically exempted from licensing by Texas Finance Code, Chapter 348.
